"Common-law wives" of deceased special military operation participants have received the right to social support measures.

Only common-law wives of deceased SVO participants with whom they lived together for three years and have a common child can apply for social support measures.

On March 17, 2025, bill No. 865774-8 was registered and sent to the Chairman of the State Duma.

On July 31, 2025, the law was published on the official Internet portal (with significant amendments during consideration).

Article 5 of the law establishes that social support measures can be provided to common-law wives of the deceased if:

1) the fact of cohabitation with the deceased for at least three years and common household management is established at the time of concluding a contract for military service or conscription for military service, including mobilization (only by court in a special proceeding);

2) the presence of a common minor child.

! It is not allowed to establish the fact of cohabitation and common household management between persons, at least one of whom is already or was in a registered marriage at the time of the death of the participant of the SVO, as well as between close relatives.

The law in Article 2 also introduces a period for the payment of lump-sum benefits - it will be up to 30 days from the date of receipt of the documents necessary for making a decision on payment by officials making the decision on the payment of lump-sum benefits.
